Insert the SIM from the other network and activate the device. If it will not activate, or you see an error such as the SIM not being supported, it means that the device is locked to a carrier, other than the one you inserted the SIM for. You will have to identify the carrier it is locked to, contact them to see if they offer unlocking services, and then see if you qualify. Only the carrier that the phone is locked to can authorize the unlock.

It will only show you a list of wi-fi networks if you are in range of one. Do you not have wi-fi at home? If you are seeing what you described in your last post where it is asking for an iCloud ID, then it is Activation Lock. Now it seems different. I'm not sure which thing to believe from you. If you do not have cellular or wi-fi, then you will need to connect the device to the computer and iTunes. You also have to have a SIM in the device to activate.
