Without bluetooth, the Apple Pen does not work, and using GoodNotes, what stylus has worked well, (i.e. easy to write with), for you on an iPad Pro? Adonit Dash 3? This is a non-bluetooth stylus.

I just use my Apple Pencil. Never heard of any nation nor airline not allowing use of bluetooth when flying. You can turn off the cellular radio by flipping on airplane mode, then re-enable just BT (and wifi if you like as it too is not prohibited).
I’ve always used my own bluetooth headphones when flying, and using the Apple Pencil is no different
