Adding a phone number to iPad mini

I have an iPhone 6+ and a 4th generation iPad, which has my phone number and email in messages so my messages are synced.

My daughter has the latest iPad mini, and just got an iPhone 7. I am trying to add her telephone number to her iPad mini in Messages, but only have the option to add an email address.

How can I add her number to her iPad mini?
