Thankyou for the replies. I am just trying to negate the need for a laptop all together. My current windows Dell is on it the out and the only reason for replacing it seems to be to store my itunes music store of ripped cds on it.

The iTunes application only runs on Windows and macOS computers. You can access the iTunes App, Music, Movie and TV stores on the iPad, as well as some other features that can appear in iTunes such as Podcasts, iTunes U, and iBooks, however that isn't quite the same thing. You cannot rip a CD with an iPad for example, nor edit metadata in the library.

Your can do almost everything directly on iPad, except add your own music from CDs and manage/edit metadata tags.
Although, you can copy your non-purchased music to iPad from iTunes and images from your photo management app on your computer, it would not be a good idea to have them stored only on the device.
You can kerp your photos in iCloud Photo Library, but you may need to pay for more storage, and your music files in iTunes Match or Apple Music iCloud Library, but those are monthly subscription services.
Bottom line, you probably could (and some users do) use iDevices without a computer, but it’s a lot easier (and safer) when you do have a computer, even if a very inexpensive one.
See Backup your iTunes for Windows library with SyncToy. You should really keep at least one copy of your library on a backup, two if you think the primary copy is about to fail.

You could just do a “dry run” and try using your iPad without syncing it to iTunes or using iTunes to manage your device. See how that works out for you.
