I have a MacbookPro 7.1 (13" mid 2010) with an Intel Core 2 Duo 2.4 GHz processor, 4 GB RAM (1067 MHz, DDR3).
What is the best operating system for this machine? Considering fluency, speed, and compatibility with apps such as Mail, Safari and Chrome?

The "best" operating system would be the latest OS it can run. Look at the tech specs for MacOS Sierra (MacOS Sierra - Technical Specifications) to see if your computer is supported. If it is not, look at the tech specs for El Capitan (OS X El Capitan - Technical Specifications). If your computer is supported by El Capitan and not by Sierra then the best OS for your computer would be El Capitan.
