Groups cannot be created directly on your iPhone, but groups that you have set up via iCloud.com will be reflected there, with iCloud Contacts enabled.
Follow the instructions here to create groups using iCloud.com in a web browser on a computer:

On your iPhone, check that iCloud Contacts is enabled:
Go to: Settings > tap on your name (at the top) > iCloud > turn on Contacts.
Since my computer has expired and I probably won't replace it, this sounds like what I need for managing group emails, but I can't figure how/where to log into web version of iCloud?
Did you request the desktop site? You cannot log in from the default mobile site.
I went to Gmail site, requested desktop view, but no idea how to get to iCloud version of contacts.
Why would you go to google for iCloud? You access your iCloud account at Apple’s www.icloud.com address.
To add to what Jonathan just said, you can access the web version of iCloud in iOS safari if you use the "request desktop site". Once logged in there, you can create the groups in the web browser contacts app, and they will sync to your phone.
