Where's the Video icon on my iPad?

I purchased and downloaded a .mp4 video to my PC. I think I successfully sync'd the video (with iTunes, of course) to the iPad Air (to "Home Movies"). I have two (2) books that state "open the Video icon" on the iPad.... I have no video playback icon on my iPad or my wife's (both iOS 10). What's going on? Isn't this pretty fundamental? Do I have to go to the iTunes Store and buy something in order to view the video on an iPad? All I want to do is watch this .mp4 video on the iPad -- no editing, etc. Just want to watch it, pause once-in-a-while; simple stuff. Thanks.


PS - I was hoping "Video Tube" would be useful; it's not; wrong kind of app.

Thanks! ...But this makes little sense; nothing intuitive at all about this. These iOS developers are falling into the same trap writers did for OS manuals/info back in the 1980s -- taking too much for granted, assuming users already know something, or that it is so obvious that it doesn't need explanation.
