That error indicates you are attempting to illegally download content while physically located in a country where Apple does not do business. I'm guessing Iran as that's where this error is most commonly reported. Apple does not do business in Iran. No support is available in Iran. There is no app or iTunes store serving Iran. Content in the stores is not licensed for distribution in Iran. Either choose a phone that is actually supported in your country and for which content is available or move to a country where the iPhone is sold and supported.

That error does not appear on the iOS error list. However, there are some close to it that indicate hardware errors. You can try the troubleshooting for that, and if that does not help, then make an appointment at the Genius Bar of the nearest Apple store to have the hardware examined by Apple. Get help with iOS update and restore errors - Apple Support


I just remembered, if this is an iTunes error that you have received when attempting to access iTunes content in the iTunes store, this is usually because you are not authorized to use the store from your location. Is this what you are trying to do? Where are you located at?
