Problem continues on Guest account as well.
It might be that your Dictionary needs to be updated, look under Dictionary in the menubar and click on Preferences.
There may be a dialogue asking you to update Dictionary and then select the Dictionaries and or Thesaurus you want to use and then drag them into the order you would like them to display.
Open dictionary app and its preferences , did you checked the boxes .
And still it is not finding the meaning of a word , enter in user library macOS Sierra: Library folder
and drag and drop the plist shown on the desktop .
The last final solution is take back up of all data , erase the HD and reinstall OS .

By mistake the image was posted two times , enter into the user library , find a folder Preferences > inside it search for com.apple.DictionaryServices.plist to the desktop , restart the machine .
Note : For different Mac ( Like Mac Pro , Mac Book air ) the name of dictionary plist could slightly vary .
