If my IMEI is blocked, but i unlock my carrier can i activate my iphone?

My iPhone is currently blacklisted because my dad decided to report my phone stolen to AT&T after we got into a argument (he was the one who bought and paid for the phone). So I checked my imei and it says my activation status is blocked and my iPhone is blocked by one carrier (AT&T). So I was wondering, if I unlock my iPhone through a third party company---so the carrier is no longer AT&T, will I be able to activate my phone? Even if the IMEI is blocked? If not, what should I do with this phone and what steps should I take next?

(I'm using my phone now, it works fine. My concern is just I won't be able to update my phone nor use it with cellular data)

No. Only the carrier it's locked to can legally authorize unlocking it. Anything else is a hack, or outright fraud, both of which will, at some point, get reversed.

The only way to get it unblacklisted, and eventually unlocked, legitimately, would be for your father to contact AT&T and tell them he found the phone that he reported lost / stolen.

Give the phone back to your father, since he paid for it, and go buy one for yourself.

No. You need to take it up with your father. He owns the phone, not you. There is nothing you can do about this on your own. There is no way to legally unlock or un-blacklist the phone without AT&T's direct cooperation, and since it's on your father's account, he would be the one that has to take that up with them.
