if I remove someone from family sharing, will they be able to keep their playlists? I pay for the family plan on Apple music.

When you remove them from Family Sharing, they will no longer have access to your Apple Music subscription, so they will not have access to any Apple Music playlists or other Apple Music content. They will still have any of their own music (I.e., purchased or ripped from CDs) and related playlists. Apple Music does save their Apple Music library (including playlists) for 30 days, so if you add them back to Family Sharing or they subscribe to their own individual plan, they will get their library back. They just need to be sure to use the same Apple ID they used previously.
