The device is locked and cannot be used without the original user's Apple ID password. To get it unlocked without that information, you would need to take it to an Apple store with proof of purchase, death certificate and proof that you are the legal heir.
Since you can't do it via Find my iPad, maybe try connecting to iTunes and restoring? (You will have to download some huge files and your iPad will be updated to latest supported iOS version.)
If you know the passcode to the device itself you can Erase all Content and Settings but I'm not entirely sure if you'll need the iCloud password to set your device up

Yes, the OP will need the Apple ID passcode to which the phone is locked. Knowing the device passcode is not enough.
If you are trying to activate an iPad or iPhone and it is asking for a previous owners Apple ID and password, you have encountered the Activation Lock. This is a security feature that prevents thieves from setting up and using a stolen or lost iPad or iPhone. You have no alternative. You must contact the previous owner to get permission to use the device. If you cannot contact the previous owner return the device to where you bought it and demand a refund. You will never be able to activate the device and no one can help you do it.
As already pointed out, sure you can erase it (restore as new in iTunes). But that will not disable activation lock so you will not be able to activate it, set it up and use it without the password to the AppleID used for activation lock.
Since you inherited it, contact Apple. With the appropriate documentation (e.g. death certificate and something indicating you lawfully inherited it). they may be able to help clear activation lock. Apple can tell you what supporting documentation they would need to do that and the steps to follow.
