why can't I download with wifi on and airplane mode on?

That's impossible. When you turn on Airplane Mode, WiFi and Bluetooth are both turned off. That's the purpose of Airplane Mode,

But once you activate airplane mode, you can then go and re-enable wifi by itself.

As to why the OP cannot download under those circumstances, I have no idea. Perhaps they could explain just what they are trying to download, from where, etc?
