i bought a card and mail it to my daughter after some hours she told me it was canceled cause i gave her the order number and she told me she talked to apple and they said its my bank i talked to my bank and they said its apple. I now talked to apple and hey said its a potential scam now i try to but the card to my email in my name and i have been cancelled twice

So, there is no card or no transfer of its benefits to your daughter.
So there should not be a charge that needs to be refunded.
So the matter is about Apple's unwillingness to accept an order from you. Of course, they are not obliged to deal with anyone.
But it may be that your card is not acceptable for some reason. Have you checked your account, signed in, then in payment means checked off Edit. When that shows there is an illustrated show of acceptable cards. Is yours one of them?
Just a note, while you said Credit Card, I would just draw your attention to the fact that few DEBIT cards are acceptable nowadays, just in case you tried with one of those later.

The actual list varies from country to country. We do not know where you live, but this is the usual route.
Go to iTunes > Store (top menu) > View my account or Sign in > and on the Account information page, click on Edit (against payment information) A screen will come up with any entered credit card details and at the top will be a pictorial list of acceptable cards in your country. Do not assume, as I hinted earlier, that Debit cards will be acceptable even if they carry a Visa logo.
Its not i bought it from apple.com and gift it to my daughter by email and they said my daughter is scamming me .. what a crap and now they wouldn't even let me get one for my self with my CC

Where did you actually buy the original card from? If it was not a formal Apple store it could quite possibly be a scam.
Since the card is not useful as of now, I suggest you get your daughter to post it back to you and that you take it up with the people you bought it from. It is a fact that there are many scam cards out there.
