How to create a new Apple ID without a credit card

I look after ipad management for about 100 local primary schools. We use the Apple VPP system to buy app licences and the Meraki system (from Cisco) to deploy the apps. Recently when trying to setup some new Apple IDs for a few new ipads I am unable to do so without entering a credit card number at the review stage.

Is there any way around this, at no point do my schools want a to use a credit card on any one of their iapds. We do realise that there are some app deployment systems that do not need an apple id to work, but the system we have does and moving to another system only a few years form establishing this one would be a hard sell with our head teachers and we do not have any funds to do so.

Any ideas, I have many schools waiting to use new ipads but until they have a valid account there are stuck

i see, thanks for screenshot. you must follow the instruction in the above document to create an account with no card - if the account is already setup that will not work

on an iOS device go to the app store > and the very bottom click on the apple ID and click sign out, then create an apple ID using an email that is not linked to a different apple ID

during the setup it will give you an option to select none as payment method, this will allow you to use the app store/itunes without a card and with out the popup you see there. that only pops up if you create the account from appleID.apple.com.

There are normally some hoops you can jump through as you create your iTunes account that workaround the need for a payment card or bank account, otherwise once the account is set up the iTunes Store may still expect you to provide one, even if you are obtaining free content or updates, which you can later remove. If you don't have or want to use a credit/debit card at this time you can try this method using iTunes on a computer...

  1. Sign out of the iTunes Store from the Store/Account item on the menu bar
  2. Go to Music > iTunes Store home page
  3. Go to Quick Links > Redeem
  4. Sign in with your Apple ID
  5. Go through the screens, accepting the EULA, etc. You should arrive at a Review Payment screen where one of the options is None - select this and continue. You shouldn't actually need to redeem a new voucher/card.

It is worth noting that one of the functions of the registration is to prove you have a valid billing address in the region whose store you are trying to use. You might also have difficulty selecting None as an option if you have any active subscriptions (see View, change, or cancel your subscriptions - Apple Support), an outstanding debit balance to the iTunes Store, there are unreleased authorization holds on the card (see About payment card authorization holds in the iTunes Store - Apple Support) or you are trying to switch to one regional store while being in a different region. See If you can't choose None when you edit your Apple ID payment information - Apple Support and Payment methods that you can use in the iTunes Store, App Store, and iBooks Store - Apple Support for more details.

Please read Create or use your Apple ID without a payment method - Apple Support.

Follow the steps exactly as written. In other words you must choose a free app, song, video, or book, tap Get, and choose None when asked for payment information.

If you already created an Apple ID without doing that, follow the steps under "If you already have an Apple ID."

I am sorry I should have explained things better I can create the account without entering a credit card. But when I first use it on an Apple device I am told that I need to Review it. At this stage I am asked to enter a full address and tittle (Mr, Mrs ...) It is this process I am unable to complete at the system asks for credit card details and there is no option for NONE.
