Apps are not stored on iCloud.
You can delete Apps from your iPhone directly by touching an app icon and holding it until they all start to shake.
When the are shaking you can press the in the corner to permanently remove the App from the device.
There is nowhere else you can delete Apps from to make space.

No "X" appears.
What App are you trying to delete? Some default Apple Apps cannot be deleted.
Also make sure Deleting apps is not turned off on Settings->General->Restrictions->Deleting apps.
Phil0124- you are correct. I had Restrictions on to prevent me from deleting apps.
Thank you!
You're welcome.
