You can report failed Apple Pay payment attempts to Apple. The form enables you to report issues with specific merchants, transactions and payment cards:

No solution but I have one card that is always declined in Apple Pay at one restaurant. The same card works fine when used directly without Apple Pay at that restaurant and works with Apple Pay at other businesses. Also, a second card does work with Apple Pay at that same location.

I've contacted both the card issuer and Apple but no help.
