i reset my iphone and icloud got messed up

So a while back i had reset my iphone 6. When i had finished reseting it icloud had been messed up, icloud deleted my contacts like twice, only once had my contacts returned but now there gone and same for my imessage my texts were gone and never came back. I cannot sign out of icloud in setting and when i try to see the storage options and such this happens.

And i always get that pop up that tells me to enter my password but when i do litterally nothing happens and it pops up like 5 seconds later. Also in the mail app i had like 3 or 4 emails that were logged in and they suddenly logged out but when i try to sign my icloud one back in it says this~~

I really dont know what to do. Please help me this is really annoying.
