Unable to share

I have the same issue. I can't set pictures as a wallpaper, AirDrop them or message them. It is only some pictures and despite the error saying to try again later it still does not work. It started with iOS 11 (like so many other issues with the photo system in iOS). Apple Support suggests checking my AirDrop settings, which have nothing to do with messages or wallpaper, restarting my phone, restoring my phone and erasing my phone. It happens on my iPhone 7, iPhone X and iPad so it's obviously not the device or the backup.
