Walmart sells both new and refurbished Apple Watch models, including from third-party sellers.
After purchasing a brand new Apple Watch directly from Apple or an Apple Authorised Reseller (Walmart is one), AppleCare+ can be purchased directly from Apple by following the instructions here (see the bottom of the page):

It may also be possible to buy AppleCare+ for a pre-owned Apple Watch, depending on when it was first sold by Apple or an AAR. Contact Apple to check any available purchase options.
