How to make iTunes use local files

I moved the iTunes folder to another location on my HD. iTunes populated my library with cloud file based albums. After pointing iTunes the new folder location for the local files in iTunes Preferences, iTunes still plays cloud files, not local files. How do I make iTunes use local music files instead of cloud files?

See Make a split library portable. If your library was in the correct shape to start with then simply shift-start-iTunes to open the library from the new path. If it opens with your content, but shows exclamation marks for the tracks and won't play them then I can walk you through the repairs.

I'm 3 months late as I couldn't deal with this issue as other things came up, but yeah, I think it helped and everything is back to normal. Saw a couple of tracks with the exclamation mark, but I clicked on them and they sorted themselves out. Also, some exclamation marks disappeared on their own.
