Have you attempted updating through iTunes on your computer? Could be a communication error. Try resetting network settings and see if the problem persists.
No, you cannot update from the iTunes app on your iPhone. How much space do you have available. If you deleted a lot of photos did you go into iPhone and trash them from the recently deleted folder?
