Storage Mystery-5c

I have an iPhone 5c that has a storage capacity of 5.09 GB. I have deleted all of my photos, all of my apps, all of my music, and all of my messages, yet, my settings indicate that I have no storage left on my phone. My phone is updated with the latest version of software and my Apple ID / iCloud has no indication of any issues. In fact, I have a ton of free storage on my iCloud, around 4.50 GB out of 5 GB. I have tried clearing all of my network settings, restarting my phone a billion times, and nothing has worked. I can't download any apps, take any pictures, or essentially keep anything on my phone which is ironic because under "Storage" in my settings, if you add up the data of everything I have, it is only around 300 MB (but at the top it says it is completely full??) Anyone have any ideas why this is happening?
