There was a hype for IPad 5th generation before it was launched. But now a lot features lack, like no Apple Pencil works on it , nither the keyboard. Will it's features be improved in this case by any chance?

Hi. If you want a keyboard, you can use virtually any Bluetooth keyboard with iPad 5. Lots cheaper than Smart, and more flexible, since hardware mating not required. For sure, if you need an integrated stylus, you have to go high-end.
The iPad 5 is Apple's most inexpensive standard 9.7 inch screen iPad to date.

If you need Apple Pencil and smart keyboard support, then you need to purchase the more expensive IPad Pro models.
Since the 9.7 inch screen iPad Pro got superceded by the new 10.5 inch screen model iPad Pro, you maybe able to find the older 9.7 iPad Pro models at reduced pricing.

if you mean the 2017 iPad not pro then no it does not have the smart connector, so that will not improve for sure.
it was hyped because it was cheaper then previous without being too horrible
