I turned off my iCloud photo library because it ran out of storage, but then it deleted all of my photos. Can I retrieve them somehow?

A couple months ago my phone ran out of storage and I was messing around with the settings and turned off my iCloud photo library. But then all of those photos somehow were deleted not only from my iCloud photo library but the regular one in the phone. Can I retrieve these photos at all? There were over 2000 photos and videos of family and friends lost. Thanks for any help you can give me
