No - Apple Watch Series 3 does not offer that feature.

I totally want this. It would be such a blessing, or a cheap way to add oximeter input.
The app I bought was totally useless, and I wound up in hospital, relying on it.
They told me it wasn't a medical device, but that the readings were within 2-3% of medical grade devices. It was more than 10% off!
Great for exercise, asthmatics, COPD patients, and many with cardiovascular conditions.
As an NP, I can tell you that there is a market for TENS of MILLIONS!
