What if I can't access settings

My sons screen went black and it has a screen curtain on as well as voice over on and we can't get them off. Also can't get into the settings to fix it

iPhone 7 Plus, iOS 10.3.2

Quickly triple tap the Home button to disable the "VoiceOver" function.

Try to hard reset the phone (iPhone 6s plus and under) by pressing the power and home button simultaneously for 10 seconds. (iPhone 7/plus) hold the volume down button and the power button simultaneously for 10 seconds.
