Ringtones have been removed from iTunes with 12.7, so how can I add custom ringtones. I do not want to buy ringtones from the store, I want to manage my current custom ringtones and add new custom ringtones.

So, it looks like you can still drag ringtones onto your device listed in iTunes. This last part of the page at this link shows this process. Haven't tried it myself yet.

Just click twice slowly on the filename in Finder, first to select it, then again to edit the filename, move the cursor to the end, delete the a and type r, press return, confirm the change.

Unfortunately, even after saving as AAC and then changing to .m4r it still seems to have the same problem. Some of the tunes just won’t sync in
How odd? Perhaps my method of creating them might serve you better.

It doesn't work for me either. Can't copy and paste m4r files from my computer into the folder Tones.

its not letting me drag it into the tones section
I followed all the steps above and dragged them to my tones folder on my device but they were all greyed out, BUT as soon as I unchecked one tone they all synced to my phone so try unchecking one ringtone and see if it works. It worked for me. WooHoo.
If there are custom tones on the device that don't show in the iTunes interface, or show up as greyed out tracks that you cannot remove, you could use iFunBox to poke around in the file system of the device. (Decline any special offers while installing.) In iFunBox try Toolbox > User File System > iPod_Control > Ringtones. Any custom tones on your device should probably show up there with random 4 letter file names and a .m4r extension. Deleting these should clear all custom tones from the list on the device, and you can then try adding back what you want using iTunes.
When adding back start with a small selection rather than all 600.
