How to transfer custom ringtone with iTunes 12.7?
Apple support article says to transfer it manually "if you have ringtone in your iTunes". However in iTunes 12.7 there are no ringtones anymore and I can't find a way to transfer custom ringtone my to iPhone.
Following your steps it worked for me:
iPhone 6, iOS 11.0.2, iPad Pro 11.0.2, iTunes 12.7 on MacBook Pro with 10.12.6
1. Opened iTunes 12.7, connected iPhone/iPad via usb (wifi connect works as well), clicked on iPhone device icon
2. Opened Finder, navigated to Music/iTunes/iTunes Media/Tones folder (ringtone *.mr4 files are still there)
3. Selected all files, right clicked to then copy all
4. Clicked on Tones under On My Device
5. Clicked on Edit in the iTunes Menu bar, then clicked on Paste
6. All of my *.mr4 files (purchased and custom) were copied to my device
7. On my device, Settings > Sounds > Ringtone, all of my Ringtones were available to assign to my contacts
8. Ringtones copied this way also found under Settings > Sounds > Text Tone
I tried this and iTunes states "top_gun_intro.m4r" cannot be copied to iPhone "iPhone" because it cannot be played on this iPhone. Any ideas ??

Does not work for me - but I have already upgraded to BOTH IOS 11 and iTunes 12.7.
Same for me - the tones are in the folder on my Mac and play if clicked, but when I drag and drop to the tones in the "on my device" section in iTunes, it shows up as grayed out and will not sync.
You're lucky. At least they're in, even if greyed out. Mine don't show up at all.
Mine's an iPhone SE. The custom ringtones appear just as yours do, but when the phone rings, my chosen custom ringtone is overridden by the "Opening (default)" ringtone.
Do you have your custom ringtone checked in Notifications / Phone as well?

Yes, I just checked it and if you change one the other changes accordingly.
It's a mystery so far.
Any thoughts on adding custom ringtones using PC?
That works for Mac users but it does not work for Windows users. I drag my ringtone file to the open iTunes Tone window and the drag is not allowed.

I have tried. The file won't budge; can't drag it anywhere.
Besides, the only place the file is listed is "on my device," in the Tones folder on my phone.
This is also happening to me. SO FRUSTRATING. I've had this tone for 10 years!
I've tried all of these suggestions and I still can't copy the .m4r files into the Tones folder on my device and have them sync and stay on my phone.
Ugh.
