The placement of the files and your iCloud are in the order that which they were uploaded. Is there a way to rearrange that order? I tried holding down the file but that gives you the option to delete, share, or completely move the file to a different folder. I just want to be able to change the order without having to delete everything and upload them in the order I want.

Files in iCloud Drive aren't in the order you uploaded them. They are ordered according to the ordering options you choose. Available options are by Date (last amended not uploaded), by name or by tag and you can choose these options at the top of each page.
You can use ⌘J on a computer to invoke the view window which will give a few extra ways of sorting files in the Finder on your computer, but those orders won't hold good when you view them on your iOS device where you are restricted to the orders I have already told you about.
With iCloud Drive selected, try command - J.
