Favorites panel is missing in the finder

When searching in the finder window, my "favorites" panel appears. But when inside an application and I go to save, the finder window pops up, but there's no favorites panel. This makes navigating a long process as I have to click through many folders before finding the folder I want to save to. In previous OS's, the favorites panel was in the finder window when saving, where did it go?

Is it that the Favorites item appears in open/save dialogs, but there is no items listed below it, or the word “Favorites" is missing altogether from the sidebar in these open/save dialogs?

If it is the first scenario, when you hover your mouse over the word “Favorites,” the word “Show” will appear to the right. Click on the word Show and all of your Favorites will repopulate. If you had previously clicked “Hide” — the next time that application open/save dialog appears, your Favorites will remain concealed until you click on “Show” again.

I do not see any other reason why you can see “Favorites” items in a regular Finder window, and not see it in an open/save dialog, unless due to the second paragraph circumstances.

As per this article OS X El Capitan: Customize the Finder toolbar and sidebar

If you don’t see the Favorites section, go to Finder > Preferences > Sidebar, then select at least one item in the section.

I have unchecked all items in finder preferences side bar see the effect favourites panel is gone .if I click on drop down arrow of saved searches option is there to choose applications , so you have to at least check one item in finder preferences side bar .

I thought this worked, but it proved to only work until I closed any particular application. I should note that I'm operating OSX Sierra --

The issue:

When I open an app, e.g. pages, and go to save a file, there is no "favorites" panel. If I drag a folder (e.g. "documents" folder) to the side tab, it will then show up in the favorites panel -- and, if I open a new document and go to save, no problem, the favorites panel shows the "documents" folder and I can quickly choose the folder to save the file. However, the moment I close the app (or any app for that matter) and go to reopen the app and try to save a file, there is no longer a "favorites" panel. I am forced to dig through the many folders to get to the folder I want to save it in.

I didn't have a problem with this is previous OS systems - could this be a sierra problem?
