Sierra and High Sierra. My Mail "Move to.." prediction seems to be stuck on one folder. Now I wonder if there's anything I can do to reset this logic so that Mail.app starts learning and gets better in offering the correct folder I want to drop a mail.
Sunday, 12/10/17 Just talked to Apple Support. They know the bug is there and are working on a fix. Said to watch for software update notifications and hopefully the repair will be in the next update.
“Based on your history of moving messages in Mail, the likely target mailbox can be predicted for a selected message”.
It is this behavior that needs to be reset as it, for some time now, has had the same target mailbox for all emails.

has a fix for this been provided? i am thoroughly frustrated by this change as well.
The Mail To button seems to be buggy since High Sierra, and no longer shows any other folders to move messages to for an Exchange account except the default Exchange folders "RSS Feeds", "Sync Issues", and "Synchronization Failures". None of the rest of the sub-folders are accessible at all from the button as they used to be in Sierra.
