They must not have put your new IMEI number into the system when they replaced your iPhone. I would go back to the Apple Store with any paperwork you have for the upgrade program and see if they can resolve the issue for you.
If you months ago I purchased an iPhone 7 Plus with the iPhone upgrade program . Short while later something happened to the new iPhone and Apple store here in town replaced it with the new one through apple care plus. My question is is my new replacement phone still part of the upgrade program and how do I check?

Thank you for your help. I think I will do exactly that, go to the Apple Store in town and talk to them directly.
I tried that and I put in the serial number and the last four IMEI Number and it tells me that I am not yet enrolled . But I have to be because I enrolled in it when I purchased my new iPhone 7 Plus a few months ago and currently making payments. The only thing is like I said before something happened to that iPhone and through Apple care plus which is part of that they replaced my broken phone with the new one .
