You have to connect at least once by USB cable and then you can sync over wifi.

Everything is latest, always current with updates. And I'm aware that iTunes no longer manages apps, but what does that have to do with this issue?
To reiterate, both my iPhone 6 and iPad Pro have same iOS and both had "Sync with this..." checked in iTunes and both synced over wifi. Then all of the sudden I noticed that the iPad would not sync, but iPhone still does, and has not changed regardless of what I've tried since. I hope that's clear enough now.

Yes, the screen grab does show that, but you missed that the iPhone works. It was implied that the iPad had already been set up in the past, like the iPhone, with USB cable and "Sync with this [device] over Wi-Fi" checked. It is still checked as shown on both, but only the iPad suddenly doesn't sync over Wi-Fi now. And yes, I tried connecting the USB cable again, unchecking/checking "Sync..." before posting this.
No change after iOS 11 update.

Hi. What version iTunes do you have (not "the latest")? You needed 12.6 for iOS 10.3.3, and you need 12.7 for iOS 11.
But note that iTunes 12.7 removes the ability to manage apps.
