Cannot scroll in Outlook Web Emails on my MacBook Air

Since updating to Outlook Mail last year I have had trouble scrolling within an email message. I used to have a MacBook Pro and while the scroll bar didn't work, I could use the up/down arrows. Now I have a new MacBook Air and I can not scroll at all in my outlook email messages. I have no trouble scrolling in any other website. My husband's Gmail scrolls fine. My outlook scrolls fine on my iPhone. I am running Safari 10.1.2

MacBook Air, macOS Sierra (10.12.6)

Thanks for your suggestion of contacting Apple! There seems to be no way to email Apple Support, but I went onto the community and someone mentioned scrolling works in the Beta version of Outlook Mail. It is the godawfulest-looking thing, but the scrolling DOES work and switching to the Beta, at least to read longer messages, seems preferable to reopening Outlook in Firefox. I may still need to go into Firefox to compose longer messages if I can't find a decent-looking version of the Beta!

I have the same problem with my new Macbook. I have been looking at the same thread on the microsoft community and everyone there is very frustrated and getting no results. I have been having to forward anything that I need to read to my gmail account which has no problems. There doesn't appear to be an answer though you can high light from the top down and this will do the job. If you are able to change from beta back then this might alleviate the problem.
