The images used to transition slower than they now do, and there presently is no user interface means to adjust the time that each individual image hangs on the screen before the next appears. I happen to use the Ken Burns screensaver, and the fleeting images are annoying.

You cannot change the transition time between screen saver images without taking a crescent wrench to their System files. Something that you may not want to tackle.
In some sreensavers you can set the speed in others not. You should do it in the screensaver settings, look here for the screensaver settings:
SystemPreferences->Desktop&Screensaver->Screensaver.
Your screensaver options adjustments would work as expected if you were using the following screensavers, but not in any others.
I stand by my original position that you can only change the transition time between images
within the screensaver by modifying screen saver System files.
Choices w/ in screensaver segment of Desktop & Screensaver sys pref panel:
...Within El Capitan 10.11.6 and older Mavericks 10.9.5 these controls are similar.
Looking back to Leopard 10.5.8, there were similar featured settings available...
There may be some command-line or manual input for behind the scenes tweaks.
Some people say 'screensaver' in a discussion about 'wallpaper/desktop' images.
For some displays, to avoid 'burn-in' image latency, any rotation of images may help.
However I've gotten away from moving-picture screensavers & set mine to 'never.'
Either way, some controls exist; or another method may be found beneath macOS GUI.

I believe that the OP desired an inter-picture transition delay adjustment so that the individual images would display longer during the screen saver, rather than an adjustment for switching Desktop backgrounds when the screen saver was not running.
Thank you, everyone, for your responses. I've been dealing with hurricane clean up (yes, I live in Florida) and forgot to see if anyone had answered my question. Otherwise, I would have responded sooner.
I was referring to time between the transitions in a rotating screen saver. I tried the one with plants etc., and each image stayed on the screen for only 3 seconds. I thought they used to transition slower than that. Maybe my computer is just a little too old. IDK.
Clarification questions - are you asking if when it comes on can be adjusted or are you asking if you use a screensaver that rotates through various items if the rotation time can be changed?
Open system preferences and click on desktop and screen saver , check the box of change picture then click on drop down arrows and choose time as every 5 seconds , also check the box of random order , so that if any solid colours or desktop pictures are selected , they will switch randomly and will be very fast .
