why does jpeg show questions mark?

In addition to not being able to open .jpegs in Preview, when trying to open in Safari Browser or sent in email, shows a small blue square box with a white questions mark ? inside. Need to open up to find pictures I lost.

I have problems with my graphic and logic card so I did a data recovery that brought in so many files yet I wanted to make sure I didn't lose anything. I got most of the pictures, documents, pdf but not the .jpg2 and .jpeg files - I am sure all the most updated pictures of which I have over 4,000 are most likely in the jpegs that will not open. I do graphic work at home and my 2011 MacBook Pro crashed while using photoshop and I had no choice but to take it to the Genie Bar and they ran tests and told me its my VGT(?) but everything else works and I had to reload from when I first bought the laptop and didn't what I had - it's a mess and I have work I need to complete which most likely means I will have to start from scratch. I am sure the pictures are in these files that will not open with Preview so at least I can get back - but, I downloaded the Adobe suites - opened up Photoshop and just took any picture to test and "bam" it did it again. But, I disconnect the recovery drive so not to lose the files again. Thank you for your time. Just exactly should I snapshot??
