how do i reinstall ios on macbook air with no recovery partion access.

this ia a 2010 macbook air that has been unused for some years. powers up but only show folder and question mark. can i boot from a usb drive? if so how?

I have same problem I think. I have NO disks showing when I tried to reinstall Sierra, where it asks where u want there is nothing to select and install is greyed out. I'm using an external because LCD got mysterious cracks
