Somehow my IPHONE 5c has deleted or hid my SETTINGS control, and even when I connect to ITunes, there is no APPS category to see what is on device. I want to restore phone, however no can do without turning off FIND MY PHONE. How do I restore APP and get SETTINGS back on phone?

The Settings app cannot be deleted or Hidden, so it’s still somewhere on your phone. Look carefully on all screens and especially inside all folders. It was likely just accidentally moved into a folder.
You can also perform a Spotlight search for it. This won’t show you where it’s located, but will allow you to launch it.
Another option: Settings > General > Reset > Reset Home Screen Layout. This will put built in apps in their default location, which means Settings will be on the first home screen, but will mess up your other icon arrangements.
