6 plus camera shakes and no stabilization

My iPhone 6 plus camera shakes violently when opening the camera app. Sometimes it won't ever stop shaking, but usually settles after about 2 seconds. It does this inside other apps using the camera as well. When taking video the camera has almost negative image stabilization and shakes way more than it should while filming.

SN not accepted by iSight replacement program

I do not have an Apple store in Montgomery, AL. How can I get this fixed?
