Did you use iCloud Photo Library on the iPhone? Then the photos will be visible on the webpage www.icloud.com, if you sign in with your AppleID.

Has your iPhone be lost or stolen, or why could you not save the photos, before you replaced the device?

Your photos will remain in iCloud, and can still be accessed from your PC, even if you no longer have your iPhone. Just be sure not to delete the data from your phone while it is still signed into your account, or it will also be deleted from iCloud.
