Safari cannot download because the disk does not have enough free space

I was just trying to download a PDF from my Paypal account, using Safari, and I get an error message

When I look at manage disk space, it shows I have plenty of space

I have restarted my computer and it still gives me this message when I try and download the pdf, something I've done many times in the past years.

Any help?
