Cannot create mailbox?

When I go to the Mailbox Menu in Apple Mail Version 2.1.1 (752.3), and choose New Mailbox, I get this message:
Mailbox cretion failed. unable to create path ~/library/mail/mailboxes/Air.mbox.

i was trying to create a mailbox named Air.

if, however, i try to create a smart mailbox, it works fine.

imac 5,2 Intel Core 2 , 1.83 GHz, 512 MB ram, Mac OS X (10.4.8), This computer is new. Junk mailbox created OK

Mail has a bug that causes ~/Library/Mail/Mailboxes to sometimes be a file instead of a folder, thus causing the problem you’re experiencing.

Verify/repair the startup disk (not just permissions), as described here:

The Repair functions of Disk Utility: what's it all about?

After having fixed all filesystem issues, if any, proceed as follows:

1. Quit Mail if it’s running.

2. In the Finder, go to ~/Library/Mail/.

3. Locate Mailboxes. If it’s a file instead of a folder, move it to the Trash.

Note: For those not familiarized with the ~/ notation, it refers to the user’s home folder, i.e. ~/Library is the Library folder within the user’s home folder.
