Can two sets of air pods be paired with one device?

No. Unfortunately this is a limitation of the Bluetooth Standard. Only one device of a specified type of connection can be used at a time through bluetooth. So while you could use Airpods, an Apple watch and a Bt keyboard with an iPhone all at the same time you cannot use more than one of each at a time.
However, you can pair more than one set of AirPods to an iPhone, though it can *only connect to one and use 1 at a time. Once you bring a second pair into the mix the first pair gets disconnected, but will remain paired. so you can again bring it close and it will connect again, and disconnect the other pair.
