As of iTunes 12.7, iTunes no longer has an iOS App Store and no longer manages an iOS App Library on a Mac.

I Have iTunes 12.7...... on Windows 10. So how do I manage the App library the going forward?

All of your acquired apps that are 64 bit are in the cloud and you can access them through the app store on your iOS devices in the Purchased area.
