I added extra storage (50) but still get the message that my iCloud is full (5GB). Is there a time lag before the extra storage is operational?

Logging out, then back into your Apple ID account should reset the count. Restarting your device accomplishes the same thing. If no effect, contact Apple Support directly.

Has your credit card been charge? Did you get an e-mail receipt?
Contact iCloud Support. You may have to try twice.
