Cannot turn on wifi on iPad mini 2

I am having the same issue with an iPad Air 2 after installing iOS 11. Option to turn on Wi-Fi is grayed out. Bluetooth won't turn on either but instead of being grayed out there is a spinning wheel where the switch would be. I have reset the network connection and have done a hard reboot. I cannot reset the iPad to factory defaults...I get the error "Verification Failed. There was an error connecting to the Apple ID server". Similarly, if I try to restore it from my iMac, iTunes tells me I need to turn off location services but I cannot because I get the same error.

Have you tried a forced reboot? Hold down the sleep and home keys for 20 - 30 seconds or so. When you see the silver apple, let go and let it reboot and see if your wifi comes back.
