Cannot turn on wifi on iPad mini 2

Unable to turn on wifi when pressing the button. Icon looks greyed out. Have tried resetting network settings and updated IOS when connected to computer but still not working?

iPad 2 Wi-Fi, iOS 10.3.3

I am having the same issue with an iPad Air 2 after installing iOS 11. Option to turn on Wi-Fi is grayed out. Bluetooth won't turn on either but instead of being grayed out there is a spinning wheel where the switch would be. I have reset the network connection and have done a hard reboot. I cannot reset the iPad to factory defaults...I get the error "Verification Failed. There was an error connecting to the Apple ID server". Similarly, if I try to restore it from my iMac, iTunes tells me I need to turn off location services but I cannot because I get the same error.
