Hi mlonabaugh. There is no option in current iOS versions (9-11) to have any control over iOS updates, including notifications. If you don't update manually, eventually your device will download the update and alert you that it's available. I've had my iPad since iOS 7, and never received any notification of update availability. You can suggest this to Apple by posting at this link: Feedback - iPhone - Apple.

Hi Jothin87. You can check or download whenever you want, using Settings > General > Software Update.
Doesn't anyone have an answer to this question?
At this point I am guessing there is "no" option to turn on iOS update notifications?
If Apple see's this, please bring that feature back.
I hate having to constantly look in settings.

I don't believe there is an option for turning iOS updates on or off (I assume that is what you mean). Just be patient, iOS 11 was just released today and the Apple servers may be very busy. Not everyone gets notified at the same time.
If you mean the App Store, try:
Settings > iTunes & App Store
and turn Updates on there under the AUTOMATIC DOWNLOADS section.
