Is anyone else having this issue? Since installing watchOS 4, my Apple Watch (Series 0) is running location services all the time. It is a “hollow arrow,” and it is annoying to see that arrow all the time on both the watch and my iPhone status bar. Plus it seems to drain the battery of both devices.

Yes... I'm having this issue. It appears to be related to Weather information... at least for me. I switched the location services from always to while using for Weather. That makes the arrow go away, but it seems my weather isn't updating like it used to on my watch. So, I switched it back to always and the hollow arrow is back. I then turned off my watch (series 2) and the hollow arrow disappeared again. Does the arrow disappear on your iPhone when you turn your watch off?
Jason - I have the same issue. It does stay on my iPhone, but not when bluetooth is turned off. I switched weather from always to when using app until the problem is fixed. Other than that, watchOS 4 has been solid.
I switched Weather back to while using and background refresh on. My watch is updating fine that way and it keeps the hollow arrow away on my iPhone. As you said, I'll leave mine setup this way until an update fixes the issue.
Same here! Today update did not solve. It seems it happens with Watch series1 only!
Go to location services > system services and turn off location based alerts. The hollow arrow will go away.

Try turning all of them off except for find my iPhone.
Have you tried switching the weather app location to “while using”? This has fixed my issue with my Apple Watch Series 2
