Yes, it works to bypass a bad display cable. Also can be used if you want a longer Thunderbolt cable to the computer.
My thunderbolt display won’t come on. I’ve tried plugging the built in cable to both my macbook pro’s ports as well as the port on a macbook air. I was curious if anybody has had any experience using an external thunderbolt cable plugged into one of the thunderbolt ports on the monitor and on the computer, rather than using the thunderbolt cable built in to the display?

Yes, you can connect the computer to the Thunderbolt port on the back of the display.
well i got a new cable and alas, the display still didn't go on. my guess is that it's a bad power supply inside or something else. the display worked fine for all these years, no burnt pixels, no burn in, no dark spots. it's frustrating as i love that display. any suggestions?
thanks for your reply. just to clarify, i will be bypassing the built in cable from the monitor and using an external thunderbolt cable to connect the apple display to my macbook pro. i’m just suck thinking that that the display can’t be used due to a bad cable. thanks.
